FM'S REPLY TO DABATE ON GENERAL BUDGET IN RAJYA SABHA

Following is the text of the speech of the Finance Minister, Shri P. Chidambaram in reply to the debate on General Budget 2007-08 in Rajya Sabha today: -

"Mr. Chairman Sir, I am grateful to the Honourable Members belonging to different political parties who have participated in the debate on the Budget for 2007-08. I have listened to most of the interventions and I have also studied the notes made on the other interventions. It seems to me that most Members have mixed views: while they are genuinely happy about the impressive growth of the economy, they are legitimately concerned about some aspects of the growth which affect sections of the people. In fact, I share these sentiments and I have given expression to them in the Budget speech. There is no doubt that we have recorded an unprecedented rate of growth, but the question is, is the growth inclusive? There is no doubt that there is an investment boom in the country, but the question is, is the investment across all sectors, especially agriculture? There is no doubt that more jobs have been created, but the question is, are there jobs available for all? In the course of my reply, I shall make an attempt to answer these questions.

The study, conducted at 25 U.S. test sites, was paid for by the National Institutes of Health. As a result, the American Cancer Society suggests that high-risk women and those with diagnosed breast cancer in one breast get an MRI. This procedure can cost $2,000 or more which is not reimbursable by Medicare or private insurance carriers."

The American Cancer Society said MRI screening was cost effective for the approximately 650,000 women in the high-risk group or one percent of the 65 million women over age 40 recommended to receive mammograms every one to two years.


Large Property Insurance Market Remains Unsettled, Wholesaler Reports

Even a year of profitability has not settled the large property insurance market for buyers, especially for catastrophic coverage near coastlines and in earthquake zones, finds a new research report from New Jersey wholesale insurance broker NAPCO, LLC.

"While the chaos and dysfunction that followed in the wake of Hurricane Katrina have moderated, capacity is still tight and prices are still high" in 2007, said David Pagoumian, president and chief operating officer of NAPCO, a wholesale insurance brokerage firm based in Edison, New Jersey and specializing in property cover.

In this environment, agents and brokers who take a wait-and-see position may miss chances for improving terms and conditions, the report noted. "Opportunities exist to improve property insurance programs.


County OK's Warehouse 86 tax relief

Restaurant owners in Denver, MO lose their historic building to a fire

A 100-year-old building that housed the Bar X Ranch Restaurant in Denver, Missouri caught fire Friday morning. It left behind a pile of rubble and turning Easter Sunday into ruins for the owners. Baked birds were on the menu for Easter Sunday brunch but charred turkey wasn`t Charmayne Hughes` idea of a home-cooked meal.

"I just had in the back of my mind that I could get down here and maybe the turkey`s were flaming and that I could get the fire extinguishers and put the fire out," she said.

As the only restaurant open on Easter in Denver, Missouri Bar X was supposed to cook up hundreds of plates and cash in on the hard work.

"Thursday afternoon around 1:00 I had $6,400 worth of groceries delivered here from Cisco Food Services in Kansas City," Hughes said.

In limbo in Owen Sound

The change formally began about nine years ago with a diagnosis of gender identity disorder. But Wootton, now 62 and living in Owen Sound, has been working this out all her life.

The diagnosis coincided with a controversial Ontario government decision in 1998 to delist gender reassignment procedures from among those eligible for funding by the Ontario Health Insurance Plan. Subsequent governments have resisted calls to reinstate the full range of gender identity treatments. That includes surgical reconstruction of reproductive and urinary organs.

To provide an insurance blanket for their later years, more than 8 million Americans now hold what are known as long-term care policies. Some have paid tens of thousands of dollars of premiums over the years on the assumption that, once they become infirm and no longer can live at home, their policies will pay for a long-term care facility. Yet as The New York Times reported last week, financial troubles within this insurance business, combined with lax regulation, have resulted in thousands of elderly people being denied claims, many of them unfairly. In California alone, insurers denied one in every four claims for long-term care in 2005, one of the highest rates in the country. Many elderly people and their families report that they encounter overwhelming red tape and delays in getting their claims reviewed and decided.


Jury Awards $17 Million Against American Family in Aftermarket ...

American Family Mutual Insurance Co. was ordered to pay $17 million as part of a class-action lawsuit over aftermarket vehicle parts in Missouri.

Following a 3 1/2-week trial, a Jackson County jury determined American Family wrongly paid auto damage claims based on the use of non-original replacement parts.

The verdict covers 315,000 Missouri customers who filed claims between May 1990 and December 2004, said Ted Pintar, one of the plaintiffs' attorneys.

"Plaintiffs think this is a resounding victory for insurance customers throughout Missouri,'' Pintar said in a telephone interview. "It sends a clear statement to insurance companies who continue to force inferior aftermarket parts on insureds as part of their claims practices.''

Pintar said it was too soon to say how much class members would receive and how much of the award will go to attorneys' fees.
