The Question of Affordability

BOSTON, Mass. - April 04, 2007 - On the one year anniversary of an agreement that launched the state's universal health insurance law, there are marked differences about how to define a central element of the law: affordable coverage.

The definition is key because the requirement that individuals have health insurance only applies if affordable coverage is available.

The Connector Board began discussing "what is affordable" yesterday with two contrasting views, as WBUR's Martha Bebinger explains.

MARTHA BEBINGER: On the one hand, the board heard from MIT economics professor Jonathan Gruber who says lets define affordable as what people are already buying voluntarily. He says only seven percent of employees nationwide who are offered health insurance in the workplace turn it down.

ERISA and Arnold's health plan: Poizner's lawyers "are looking at ...

California Insurance Commissioner Steve Poizner called a little while ago to talk about the huge mess with the State Compensation Insurance Fund. After a while, I got to shift the topic to my white whale: the governor's health insurance plan and its (non)compliance with the Employee Retirement Income Security Act, the 1974 federal law which bans states from telling companies which offer benefits what those benefits must entail. In nearly three months of interviews, Nexis hunts and Googling, this is what I have learned:

1) No expert anywhere not in the employ of the governor has said his plan appears legal.

2) No similar plan in the United States has been found legal by courts.

3) No court ruling since 1974 has undercut the core premise of ERISA, which is that multistate companies should be able to offer the same benefits nationwide and not be undercut by the dictates of 50 individual state legislatures.

Arizonans will have access to stripped-down health insurance plans if the Senate and the governor approve a House plan. The House voted 32-25 on March 13 to allow insurance companies to offer pruned health plans to individual policyholders and more small businesses. The vote came amid claims by supporters that many Arizonans don't purchase health insurance because the only options are unaffordable. House Bill 2757, dubbed by Rep. Surge of NC College Graduates Face Insurance Coverage Dilemma

As college graduation approaches, parents and graduates concerned about their upcoming lack of health care coverage turn to local NC health insurance agencies for solutions.

With spring graduation just around the corner, a swell of college graduates, and particularly the parent’s of graduating seniors, have expressed concerns about NC health insurance coverage.

"Every year we receive a large number of calls from parents and students looking for solutions. Because students have not often found employment yet, they need individual coverage but many times have had no experience evaluating health care coverage outside of an employer plan," says Andrea Hunnicutt Grater, Account Manager at NC health insurance agency IBD Insurance Services Inc.

With the rising cost of health care coverage, the concern is a valid one. However, Grater says that there are very affordable plans for the graduating demographic. "Generally, they are looking for something cheap—but also something that will protect them well. High catastrophic coverage deductibles and a mid-range co-pay’s of around $25 to $30 for doctor visits are generally the best plans for this of young people."

For many graduating seniors, college graduation marks the first time in their lives that they are not eligible for inclusion on their parent’s health care coverage. Grater says that most of the inquiries come from concerned parents. "Young people often feel like they are invincible, last thing they are thinking about is that something could possibly happen to them, but their parents are concerned about protecting themselves financially if the unexpected and unfortunate does occur."

Rep. Stark Introduces Universal Health Insurance Bill

House Ways and Means Health Subcommittee Chair Pete Stark (D-Calif.) on Thursday introduced a bill that would seek to provide health insurance to all U.S. residents through Medicare and employer-sponsored coverage, the Oakland Tribune reports. The AmeriCare Health Care Act would establish AmeriCare, a new program that would use Medicare to provide health insurance to residents who do not receive employer-sponsored coverage. AmeriCare would cover prescription drugs, mental health treatments, pediatric care and family planning services. Employers, individuals and states would help finance AmeriCare, which would provide health insurance to residents with annual incomes less than 300% of the federal poverty level at no cost (Oakland Tribune, 3/31). According to a Commonwealth Fund analysis, the bill would cost the federal government $154.5 billion in 2007 and reduce overall health care spending by $60.7 billion.

Coalition plans rally in support of universal health care bill

TRACY — A coalition of local organizations in support of universal health care will be staging a rally in front of the post office today.

The demonstration is intended to raise awareness for Senate Bill 840, the California Health Insurance Reliability Act, which would provide universal health coverage for every resident of the state, regardless of their ability to pay.

Today's event is being organized by the San Joaquin Coalition for Universal Health Care, as part of the statewide "365 Day One Care Now Campaign."

The goal is that each day, one community in

California will host an educational/informational activity to raise awareness and offer solutions for the skyrocketing costs of health care.

According to One Care Now, the bill would "create one plan and one public trust fund which would pay all health care bills and collect all the monies already being spent on health care and insurance plans."

If enacted, the bill would "replace all health premiums, taxes, deductibles and co-payments now paid by employers, employees and individuals with one affordable premium."

The organization states that more than 5 million Californians have no insurance at any time during the year, with an additional 2 million lacking insurance for part of the year.

SANTA MONICA, Calif., March 20 /PRNewswire-USNewswire/ -- Draft regulations issued today to exempt high deductible health plans from minimum coverage requirements would gut the quality and affordability promises of Massachusetts' health insurance mandate. Under the regulations, the purchase of high deductible health plans (HDHPs) would satisfy the individual mandate without meeting minimum creditable coverage (MCC) rules that limit consumer cost, provide coverage of preventive care and require inclusion of prescription drugs. "We can only imagine that the Board is considering an HDHP exemption in response to criticism that health plans recently approved by the Connector are still unaffordable for many," wrote Carmen Balber, consumer advocate with the nonprofit, nonpartisan Foundation for Taxpayer and Consumer Rights (FTCR), in a letter to the board implementing the Massachusetts law.
