Senior Manteca Planner Mike Meissner in a report to the commission noted, "Staff is not recommending requiring payment of relocation costs. Staff finds the issue of relocation and the determination of what is a reasonable cost is a matter that should be resolved between the landlord and tenants.

Tenants have sent letters to the city noting that no nearby trailer parks have space for them and most of the mobile homes are too old to move and — in some cases — to old to be accepted in mobile home parks anywhere else.

The sentiment of the tenants is reflected in a letter to the city penned by Susanne Worcester whose trailer is 47 years old and who spent two years remodeling it.

Officials aim to cut rate of obesity

Mississippi taxpayers could foot the bill for stomach stapling and other weight-loss surgeries as early as 2008 if the operations are deemed affordable.

Give children health coverage now; long-term reforms can wait ...

Gov. Ted Kulongoski urged Oregon lawmakers Friday to focus on his proposals to boost health coverage for children and working poor adults rather than divert their attention on more sweeping reforms.

"We have to be careful not to overreach," Kulongoski said about proposals by former Gov. John Kitzhaber and lawmakers working on plans for universal health insurance.

In a speech assessing progress so far by the 2007 Legislature, Kulongoski said he supports efforts at broader reform offered by Kitzhaber and by Sens. Ben Westlund, D-Bend, and Alan Bates, D-Ashland. But he said those long-term goals should not get in the way of his short-term fixes.

"Let's solve, in this session, those pieces of the health care crisis for which there are attainable solutions," Kulongoski said.

Design, Setting, and Participants Multivariate logistic regression analysis of longitudinal data from Medical Expenditure Panel Surveys (1997-2004) limited to nonelderly individuals whose insurance status was established for 2 months prior to 1 or more unintentional injuries (20 783 cases among 15 866 individuals) and onset of 1 or more chronic conditions (10 485 cases among 7954 individuals).


Teens Get Needed Access To Care With State Health Insurance

When given health insurance through the state children's health insurance program (SCHIP), teens see their doctors more often, racial disparities are eliminated and more preventive care is received. This often-overlooked age group also received more counseling from their health care providers about guns, smoking, drugs, alcohol and sexuality - all issues that impact their long-term health.

"Adolescents have the worst access to health care among children," said Jonathan Klein, M.D., M.P.H., associate professor of Adolescent Medicine at the University of Rochester Medical Center and author of a paper on the subject in this month's Pediatrics. "But when given access through the state children's health insurance program, or SCHIPs, they receive the preventive care that helps them grow into healthy adults."

The study surveyed about 1,000 adolescents and their parents shortly after enrollment in New York's SCHIP program, Child Health Plus, and again a year later.

Survey says national average for Irish workplace absenteeism is ...

A new report by the Small Firms Association has shown that small businesses in Ireland lose on average 757 million per annum through absenteeism. The report also shows that workers in small companies are less likely to miss work through illness than their counterparts in larger businesses.

The study conducted by the Small Firms Association took place throughout Ireland and covered all sectors of Irish Business.

According to Avine McNally, Assistant Director of the Small Firms Association "the results show marked differences across sectors and regions, and show that small firms with less than 50 employees, are less likely to have workers absent on sick leave than larger firms."

The national average for absenteeism is 3.8% or 9 working days. For medium firms this rises to 4.9% or 11 working days.


N. Huntingdon Township insurance agent faces sexual harassment charges

An agent at a North Huntingdon Township insurance office is facing indecent assault charges for allegedly sexually harassing a 70-year-old female colleague.

North Huntingdon police charged Robert L. Rebb, 54, of 3425 Lake Ridge Drive, Murrysville, with four counts of indecent assault, and one count each of indecent exposure, harassment and open lewdness in connection with incidents that allegedly occurred at his Allstate Insurance office on Route 30 between Jan. 31 and March 14.

According to the criminal complaint, the victim told police she has worked at the office for six years and Rebb "got increasingly rude and crude" after his Jan. 30 birthday. The victim alleged Rebb showed her offensive jokes and pictures of naked men and women despite her objections.

The victim alleged Rebb called her into his office during lunch when the other agent was out and exposed his genitals, forcing her to touch him and masturbating in front of her.


Coalition calls on state to make health insurance more affordable

The state isn't yet doing enough to help people of low- and moderate incomes afford health insurance, a coalition of advocacy and medical groups told Governor Deval Patrick today.

The Affordable Care Today coalition, which helped secure passage of the state's health insurance law, called for the state to increase subsidies for those with the lowest incomes and to allow people with moderate incomes to opt out of the health insurance requirement if they would have to spend more than 4 to 8 percent of their income paying for it. The governors spokesman Kyle Sullivan, said that Patrick would review the proposal, along with others, as he seeks to strike a "delicate balance." "He believes we must be ambitious in expanding coverage without imposing financial hardship on those who truly cannot afford health insurance," Sullivan said.


Approval mixed on Daniels’ initiatives

Mitch Daniels' initiatives while rejecting the notion of outsourcing government services, survey results released Friday reported.In a survey conducted by the office of state Sen. Tim Skinner, D-Terre Haute, 69 percent of respondents favor a cigarette tax increase to fund health insurance for low-income Hoosiers. More than three-quarters of survey respondents favor all-day kindergarten as an option for parents. But Hoosiers took a stand opposing "outsourcing of major state functions," with 89 percent of respondents disapproving the effort. More than three-quarters of respondents also disapproved an effort to "privatize" the state's lottery.Four of the 10 survey questions dealt with Daniels' initiatives. The governor, who called for bipartisanship during his most recent State of the State address, has toured Indiana promoting the health care and kindergarten initiatives, which included stops in Terre Haute.But the General Assembly has yet to approve either measure.


Jobs strong in Bay Area, but it may take retraining

JESSICA MILLER jumped at the chance to dump her "draining" job as an airport screener for a promising entry-level position in the biotechnology industry.

She entered a fast-track biomanufacturing training program in September at Skyline College in San Bruno and after 15 weeks of study landed a job as a lab technician at Bayer HealthCare/Pharmaceuticals in Berkeley. Now she makes more money and enjoys better benefits.

"I was really nervous at first about changing jobs and getting into biotech," said Miller, 32, of Pittsburg, who started her new job in January. "But the program pulled out my transferable skills and gave me confidence. I'm going to make the most of it and try to move up in this field."

Like Miller, many Bay Area residents may be eyeing a new career or seeking a better job.
