I differ with Avner offer. He views exercise of government power as a good thing. He wants government to Stop Me Before I...smoke...or...forego health insurance...or...turn into a spendaholic.

In this essay, I will offer a theory of how government arises.

I know that there have been many new and exciting capabilities added to the iSeries and System i platform, especially over the last five years. But I am at a loss to really know what they are in detail or how to use them. Along with the things IBM puts in the System i, there have been many other advances in technology from networking to e-commerce. Yet our management team does not find it worthwhile to encourage, authorize, and fund any of our team to attend any form of off-site professional or technical education. Are they just bad managers?

Pediatricians Rarely Provide Translation Services For Patients ...

Most pediatricians use untrained interpreters to communicate with families who are not proficient in English, according to the results of a nationwide survey of doctors led by researchers at Johns Hopkins University. Nearly two-thirds of the pediatricians surveyed said they relied on the patient's bilingual family member to relay health information. Pediatricians in rural areas or in states with higher proportions of non-English proficient populations were the least likely to use professional translation services. The study is published in the April 2007 issue of Pediatrics.

"Our results show that language services for patients with limited English proficiency are clearly inadequate, especially in smaller rural communities," said lead author Dennis Z. Kuo, MD, MHS, a general pediatrics fellow at the Johns Hopkins School of Medicine and graduate of the Johns Hopkins Bloomberg School of Public Health.
